The last thing "our" government wants is for the public
to have good scientific studies on the health impacts of
aviation. This is why congress stopped the funding of the
EPA's Office of Noise Abatement and Control. However,
that doesn't prevent scientists from other countries from doing
studies. The Netherland's Dr. Passchier's presentation at the
recent 16th
Annual Airport Noise Symposium at Berkeley was based on an
article she wrote on Noise Exposure and Public Health.

Helps Push For More Runways: Rather than blame the
airlines for overbooking flights, the aviation industry-bought
media has decided to join the Aviation Cabal's scheme to use the
delay problem to push for airport expansion. The
Associated Press whose influence gets spread over MANY
newspapers, continues to ignore airport opposition even
as they quote Aviation Cabal agents like the FAA's Jane Gravey
who blame local opposition for holding up airport expansion. This
is corrupt journalism and the AP should be ashamed!!!

sent out a letter he received from Mr. Carl Burlson, FAA Dir. of
Environment and Energy. He also sent a letter signed by three
local congressmen requesting the FAA explain why the Helicopter
Noise Study that was supposed to finished by the FAA in April
hasn't been completed. You can read them below.

says the USCAW site has posted studies to "show how aircraft
noise harms health and our quality of life. Unlike the ludicrous
claims by the federal government that only 500,000 Americans are
affected by noise, you can see major studies such as from Cornell
University that shows over 10-million American Schoolchildren are

2,400 "Noise Spikes" A DAY Are Not
Enough For Airline Industry-Bribed Politicians!!! According
to the Associated Press: "(Senator) Durbin, who supports
expanding O'Hare and building the Peotone airport, has called for Republican Gov.
George Ryan and Democratic Chicago Mayor Richard Daley to reach
an agreement by July 1. After that, he warns, frustrated members
of Congress may step in to propose their own solution and strip

"Noise Spikes" inflicted on Chicago area residents
every day and the politicians demand more!!! Once again the
Associated Press doesn't feel the environmental impacts issue,
which is at the heart of this story, deserves even a mention,

Noise Lawsuit Goes To Jury: When
Dennis and Barbara Solomon bought 17 acres in Boone County some
13 years ago, they planned to develop a subdivision with
expensive homes. But increased
traffic and noise from the expanding Cincinnati/Northern Kentucky
International Airport have rendered their land useless, they say.
Called an inverse condemnation lawsuit, it's one of the first of

Piedmont Triad Airport Environmental
Review Due Soon: After nearly three
years, a key federal study of the Triad's proposed FedEx hub is
nearing completion. FAA spokesperson Kathleen Bergen said that
her agency hopes to have the FedEx study done sometime in the
next three weeks. Hub critics are leery of accelerating the
process for fear it would cut corners on critical environmental
issues. They believe the FAA's draft environmental study released
last spring was done too hastily, said FedEx critic Ron Goga.
"There's a tendency to rush through this process," Goga
said. "They view the common citizen's comments and concerns

Swiss Airports To PAY Local Communities For Noise Pollution: New noise-emission restrictions were introduced recently by the Federal Council and the charge is designed to compensate residents living near Switzerland's airports for noise pollution caused by takeoffs and landings. FAA's Capacity Benchmark Study: The FAA defined a capacity benchmark as the number of takeoffs and landings per hour that can be handled safely under given conditions. The following are two letters regarding the status of the
helicopter
noise study. The FAA was charged with doing a helicopter
noise study, to be completed by April of this year. This study
was
mandated by H.R. 1000. The bill was sponsored by Rep. Carolyn B.
Maloney

Below is a copy of a letter from the FAA (Carl E. Burlson) to
Gerald A. Silver
of the National Heliocopter Noise Coalition [Homeowners of
Encino].
It is followed by another letter signed by three California
Congressmen, who
are "concerned about the delay" in releasing the FAA
study.
You may wish to encourage your Congressional delegation to write
a
similar letter to Jane Garvey, FAA Administrator. Clearly the FAA
and
Congress needs take immediate and decisive action to reduce
helicopter
noise over congested communities.

Thank you for your April 30 letter requesting the status of the
Federal
Aviation Administration (FAA) "Report to Congress on the
Effects of
Nonmilitary Helicopter Noise on Individuals in Densely Populated
Areas in
the Continental United States."
Given the concerns expressed by you and others regarding the
public interest
on helicopter noise, the FAA is making every effort to complete
the report
in an accurate and complete manner. In so doing, a delay was
incurred in
order to perform a comprehensive and thorough evaluation of
ground surface
reflection effects to substantiate the noise measurements.
Having completed a technical peer review of the measurements and
acknowledgement of contributing noise effects, the report is
anticipated for
FAA approval by July 2001. Additional Department of
Transportation (DOT)
oversight approvals are required. It is estimated that the
earliest issuance
to Congress will be in August 2001. Following the
transmission of the
report to Congress by the Secretary of Transportation, the report
will be
made available to the public.

On April 5, 2000, President Clinton signed into law H.R. 1000 -
the Wendell
H. Ford Aviation Investment and Reform Act for the 21 St Century.
Section
747 of this bill addresses public concerns regarding the effects
of
nonmilitary helicopter noise on highly populated areas by
requiring the
Federal Aviation Administration (FAA) to investigate the impact
of
helicopter noise on individuals and report recommendations on
reducing this
noise within a year of the date of enactment of the Act.
We are concerned about the delay, especially considering that the
FAA report
has not yet been forwarded to the Department of Transportation or
the Office
of Management and Budget for their review. Helicopter noise
is a serious
and persistent problem for our constituents, and we look forward
to working
with the FAA to minimize its negative impacts on the residents of
Los
Angeles and other urban areas. We would appreciate any
input you can
provide at this time with regard to the status of the report.
